The TUF is a utility fee — like water or power — charged based on how much a property type uses the road network. All property types contribute their proportional share.
What does it cost a residential property ?
Every residential property in Springville pays the same flat monthly rate — regardless of whether it is a house, apartment, condo, or any other type of dwelling. The fee appears on your utility bill starting October 2026.
Why this is fair: A large retail center generates hundreds of times more daily vehicle trips than a residential unit — so it pays proportionally more. All residential units pay the same flat rate regardless of housing type. Trip generation data comes from the ITE Trip Generation Manual — the same source Springville uses for developer impact fees.
