Council Direction — April 7, 2026 (complete)
The Springville City Council held a work session on April 7, 2026 where staff presented the TUF recommendation, fee structure, and public engagement plan. Council approved direction to move forward at the proposed $4/month residential rate, with commercial and public use categories scaled by trip generation.
Public Engagement — underway now through October
Public engagement runs from May through October — spanning the full process and continuing after first billing. This includes this website, ongoing social media, a utility bill insert to all customers, the July 16 open house, and an online comment period. Post-adoption outreach continues after the October bill.
Public Open House —July 16, 5:30–7:30 PM
The Public Open House is the centerpiece of the City's community outreach on the TUF. City staff will be on hand to walk residents through the funding gap, the methodology behind the fee, and the projects it enables. Display boards, project maps, and informational materials will be available. Residents can ask questions directly, review their property's fee category, and submit written comments. No appointment needed — drop in anytime between 5:30 and 7:30 PM.
Public Hearing & Ordinance Adoption — September 2, 2026
A formal public hearing will be held at the City Council meeting on Tuesday, September 2, 2026. The draft TUF ordinance and full fee study will be published for public review prior to the hearing. Residents and business owners may provide written or oral comments before and during the hearing.
Following the public hearing, City Council will vote to formally adopt the TUF ordinance at the same September 2 meeting. Once adopted, the fee schedule, legal authority, and administrative procedures are in effect. The adopted ordinance will be published on the City website.
First bill — October 2026, Outreach Continues
The Transportation Utility Fee will appear on Springville utility bills beginning October 2026. Public engagement and outreach continue — including social media, fact sheets, and a TUF education video — so all customers understand the charge and what it funds.
